Bioterrorism is terrorism by intentional release or dissemination of biological agents (bacteria, viruses, or toxins); these may be in a naturally-occurring or in a human-modified form. Biological warfare is the use of pathogens such as viruses, bacteria, other disease-causing biological agents, or the toxins produced by them as biological weapons. A biological weapon may be intended to kill, incapacitate, or seriously impair a person, group of people, or even an entire population.

Biological warfare is a military technique that can be used by nation-states or non-national groups.The creation and stockpiling of biological weapons ("offensive biological warfare") was outlawed by the 1972 Biological Weapons Convention (BWC), signed by over 100 countries.Biological warfare has been practiced repeatedly throughout history, the use of biological agents took three major forms:

Deliberate poisoning of food and water with infectious material Use of microorganisms, toxins or animals, living or dead, in a weapon system Use of biologically inoculated fabrics
