This short course introduces the approach to governance known as “orchestration,” and considers important applications of orchestration in global governance. In orchestration, “governors” – whether government agencies, international organizations, private initiatives or other actors – work through public or private intermediaries in voluntary relationships. This course, taught by one of the originators of the concept, will examine orchestration by international organizations, orchestration of polycentric governance systems, and orchestration of policy experimentation. It will conclude by considering when governors might choose orchestration over other forms of indirect governance, including delegation to agents and trusteeship.
