Syllabus

Lectures:

1. Public administration - theoretical backgrounds; administration and management

2. Public administration - role, bodies, principles; administrative structure of the Czech Republic, reform of public administration

3. Third and public sectors, their advantages and failures, bureaucracy

4. Public policy as the scientific discipline and policy cycle; basic values of public policy; normative models of p.policy; public usefulness

5. Sport as social phenomenon, sport policy in the Czech Republic, European Union and sport; changes of sport governance after 1989

6. Sport policy of regions and municipalities; public and sport third sector partnership

7. Sport promotion in municipalities (policy, financing, sport facilities) Seminars:

1. Introduction; students ´opinion on sport and its role in the society

2. Municipalities, regions and city of Prague as public administration actors - analysis of legislation and other documents (structure)

3. Municipalities, regions and city of Prague as public administration actors - analysis of legislation and other documents (tasks, activities)

4. Current problems of sport governance in public administration (differentiation of sports - elite, performance, sport for all; task of public administration in their promotion, financing of sport; support of sport facilities; minorities sport promotion, etc.)

5.-6. Analysis of sport promotion in municipalities with extended scope. Evaluation of municipal/regional plans of spoprt development.

7. Presentations of seminar projects results

Annotation

The course gives knowledge of existence and activities of public administration, its position and role in the society. The attention is also paid to increasing bureaucratization, its positive and negative impacts not only on public administration, but on sport as societal phenomenon too. On the basis of theoretical knowledge of public policy, realized by public administration at the level of state, regions, and municipalities, there is explained how the sport is governed in the context of social and politic development during the latest years. The organizational and legislative aspects of public sport governance in the Czech Republic are discussed, including the cooperation with the third sector.

Students are stimulated to seek after topical issues of public sport policy and via their analysing to better understand the reality.
