Abstract
This paper responds to two basic sets of problems, issues of state budget, its deficit and effort to debt reduction on the one hand; or on the other hand it points out how the Ministry of Finance itself has acknowledged the formation of new degrese, or the new administrative authority in the system of financial institutions. It is also referred to the preparation of one place for collection of taxes and social security contributions and public health insurance contributions, which is a practive approved by the government, but it is alsoan extensive intervention in the current system of collecting budget revenues.
The authors have tried to point out the way the new administrative authority – General Financial directorate was flunder, through the use of so criticized „legislative doder“ to the law of income tax and law of budget rules and further only on the basis of parliamentary propsal, when the question of the impact on the state budget was not considered.
