Abstract
The aim of the paper is to analyse the cadres policy of the Communist party of Czechoslovakia (KPC). The analysis proceeds in three steps.
First, it explains principles and development of the phenomenon. Second, the particular chapter reveals the fact that the January 1987 plenary session of the Central Commitee of the CPSU was a decisive impetus for initiating of the reform inside the KPC.
Finally, the theoretical assumption are discused upon the evidence of well-documented changes.
