The specific risks of discrimination against persons with complex needs - the European study

Abstract

The paper presents results of the European study focusd on people with with disabilities and in specific risks of discrimination. The results shows that people with severe disabilities often have higher needs for support services, but less possibility to pay for them.

They are often discriminated by being left behind in old institutionalized and often medically-oriented service structures whereas their more able peers get access to more inclusive service arrangements. The higher is the risk of persons with severe disabilities to be placed in traditional institutional settings or to be excluded from support.
