Local governments and their property and financial independence

Abstract

In unitary states can be found next to the central government and local governments. As a rule, the Constitution defines their relationship.

In terms of financial relations is important what model of fiscal federalism in the country prevails. Models can be threefold - centralized, decentralized and combined.

The ruling government and its definition, including funding issues, also contributed to the European Charter of Local Self-Government. Another characteristic of constitutional law is a local government definition of property to which the territorial unit load.
