Abstract
The purpose of this paper is to discuss some issues related to treatment of valid or true zero values in CV study of morbidity (health endpoints) conducted in the Czech Republic. Specifically, the objective of this study is to answer the question whether the same stochastic mechanism is responsible for deciding between stating valid zero and stating positive WTP value, and for deciding between different positive values.
