Abstract

Protection of sensitive, especially personal data, is often considered to be a task with no significant risks or unexpected costs. We show that this opinion is not true and leads to significant risks and losses.

We analyze this problem using the issue of education optimization and improvement. We show that current issues in education can be solved under the condition thet current legislative concerning personal data protection would be changed.

Without that it is hard to create an efficient system measuring education quality. We show that this issue is a prt of a broader problem that by different restrictions of data use the risk analysis is not taken into account.

We moreover show that for the real solution it is necessary to change the legislative and especially the attitude of the public to the data protection.
