Abstract
Proceedings for breach of contract in the European Union is seen as a centralized administrative enforcement managed by the Commission. It does not follow from either Treaty provisions or of the Court's jurisprudence.
Management due to its position in the overall structure of the Union's dispute settlement mechanisms, due to the transformation of EU constitutional community with regard to the original meaning of normative control creates its own space, which regulates the relations and conduct of the Member States.
