The methodology remarks on contents "the white places of theory" and "the black holes" of reform in the public sector

Abstract

The paper analyses problem of the paradigm in the science. From the point of view anomality the author researches the problem failing of the paradigm in the contemporary science and in the social sciences (so called white places of theory) and its epistemology impacts as reason of reform public administration black hole's rise.
