Abstract
The chapter is devoted to the role of volunteering in a modern society and the relations between volunteering and public government. On the background of the factor analysis two main meaning of volunteering are identified in the Czech society - emancipator and residual.
The chapter also focused its attention on description of societal climate which is important for volunteering development.
