"A Marvelous Machine" of Police in the Habsburg Monarchy in the 1770s and 1780s

Just like in many other countries in the Habsburg Monarchy the Parisian police served as a model for 18th century municipal gouvernment reforms. A unique and isolated proof of this is a well-known piece fo writing penned by Jean Baptiste Charles Lemaire for Maria Theresa in 1771.

The paper examines, based on diplomatic correspondence, the attitude of Habsburg-monarchy representatives (Joseph II, Kaunitz, Mercy-Argenteau) towards the French local government and Parisian police. The text also compares the police function and competence described in Lemaire's report with norms and directives for "new" police institutions in cities of the Hapsburg monarchy (Vienna, Prague) in 1770's and 1780's.
