Charter 77 had been the most significant and most influential Czech civic initiative during the period usually called "normalization". This paper describes the abroad targeted part of the campaign against Charter 77, wielded by Presidium of the Central Committee of the Communist Party of Czechoslovakia.
Major section of the essay is concerned with the inception of Orbis Press Agency - specialized organization determined to manage the official Czechoslovakian communist "white" propaganda into democratic countries in the late Seventies and Eighties. The inception of Orbis Press Agency had visible thread to foreign support to Charter 77 from democratic countries.
