Abstract
Article discuss dynamic of CCTV surveillance system. Actual spread of CCTV system is driven by promises based on Bentham''s Panopticon metaphor: higher security should be guaranteed by self-regulation under threat of surveillance.
The promises are confronted by empirical evidence of criminal rates and citizens'' security perception. Excessive expansion of CCTV systems can have counterproductive effects: ignorance of the threat of surveillance or uprising against it.
