Abstract
The text is assessing innovation capacities by the data of Euroepan Innovation Scoerboard and outcome of study of the institutional framework of national innovatition infrastructure. In view of comparative analysis of national innovation systems of EU-25 is identifying weaknesses and challanges of Euroepan innovation framework.
