The article brings results of a representative empirical research on how municipalities manage to use the system of data boxes when they are requested to provide information. It has revealed several practical difficulties: the authorities do not collect messages in the data box frequently enough, do not follow the law demanding them to deliver the answer through data boxes instead of ordinary mail, overstep the time limit to handle the request etc.
Additionally it deals with some problems of the Act on free access to information, especially an ambiguous interpretation of the provision on the cost of extraordinarily extensive search for information.
