Paper presents the basic outline of problematic relationship between Romania and the rest of the Eastern Bloc states during the period of 1969-1974. It focus mainly on the aspects of cooperation in the Warsaw Treaty Organization's framework.
It is based primarily on the documents held by Foreign ministry of Czech republic archive. Romanian leadership that time implemented a policy of "balancing" - alternate instrumental leans towards the Eastern bloc, China and the West.
Kremlin was challenged by Ceausescu's foreign provocations, but neither took hard actions against them nor considered them as a real threat. Soviet satellites engaged much more in this issue.
Especially the Bulgarian leader Zhivkov tried to deal with Romanian foreign policy course at Warsaw Pact's meetings. However, experience from the first half of 70's showed that the long-term systematic activities could affect Ceausescu's foreign policy within the Warsaw Pact rather than the vigorous actions.
