Abstract
The study is focused on the analysis of the development, the structure and the organization of the Austrian (Austro-Hungarian) Civil service in the 19th century, especially on the foreign service, the most prestigious parts of civil service. The first part deals with the civil servants, emerging from the reforms of the second half of the 18th century.
The second part illustrates the development, organization and trasformation of the foreign service of the Hapsburg Monarchy. The last part is focused on education system.
