Abstract
There are several areas of public funds spending which are more regulated by law and some which are regulated less. In general, they are being created new special forms and methods of public funds expenses providing, which are common also to the EU budget.
Using of innovative financial vehicles may be one of methods to help to develop other areas which are specific and which need an individual attitude.
