The rural development policy makes it possible to apply the territorial dimension within the Common Agriculture Policy (CAP). The main goal of this paper is to analyze whether main rural development policy tools applied within the CAP in the Czech Republic are implemented in compliance with the territorial cohesion objectives of the EU.

The analysis focuses on agro-environmental measures (AEM) and the support of less-favoured areas (LFA). The methodology of the paper is based on evaluation of payments made in the period 2004 - 2006 and the selection of relevant statistical indicators (policy, geographical, demographical and economic indicators).

These indicators were tested by correlation analysis and verified by the comparison analysis in selected size categories of municipalities. The results do not show that AEM and LFA schemes are directed to underdeveloped municipalities as compliance with the territorial cohesion objectives of the EU.
