Similar requirements of legality and democratic transparency are expected in lawmaking process in the EU both in matters of changes of Treaties and indirect parliamentary control of legislative process in the EU. Firstly the comparative study of indirect parliamentary control of the ordinary and simplified procedure of review of Treaties as well as control of secondary legislation in the Czech Republic, German, Poland and France is presented.
Afterwards the topics of principle of subsidiarity in parliamentary procedures are analyzed. Then the ways of presentation of governmental positions and decisions in the Council of EU/European Council and problems connected with transparency, lawmaking techniques and implementation are described.
At the end the work focuses on distribution of responsibilities for implementation proceses in national administration, monitoring of national implemenatation proceses by the Comission and infringments of implementation duties in the Post-Lisbon period.
