The monograph reflects on the history of the Czech Security Policy. The first Security Strategy of the independent Czech Republic was approved at the end of the 20th century - in February 1999.
The strategy was accepted at the time when the Constitutional Act of Law No. 110/1998 Coll. on Security of the Czech Republic already existed, and new crisis acts were just being created. There were two amendments to this fundamental strategic document mapping the security policy - in 2001 and 2003.
As compared to the first strategy concept, the Security Strategy from 2003 covers the whole complex security system, a system that proved to work well, and, therefore, it was incorporated into the present Security Strategy effective as of 2011. When the independent Czech Republic was established in 1993, there we no legal norms the public safety and interior security could be based on.
It was clear the Czech Republic was not prepared to deal with prevention and liquidation of the disaster aftermath and a crisis situation in general. The fundamental legal norm in this field is the Act of Law No. 240/2000 Coll., on Crisis Management, and the Act of Law No. 239/2000 Coll., on Integrated Emergency System.
Approving this legal regulation (effective as of January 1st, 2001) was a breakthrough in the processes used to deal with emergency and a crisis situation in the Czech Republic, since such an articulate and detailed legal regulation was not incorporated in the Czech legal system before.
