This research report is devoted to the study of a failure of selected experts from within of the Czech security system to use the method of prospective scenario writing to challenge the boundaries of the Czech security system. It uses the concept of postmortem analysis and rigorous methodology of social science to highlight plausible explanations of aforementioned failure.
Most importantly, it is argued that the cognitive biases acquired by the experts from their experience in the system prevent them to originally challenge the capacities of the system.
