The concept of emergency preparedness of the Ministry of Health of the Czech Republic is a progress in addressing health-care to the population of the Czech Republic in a crisis, but we can't overlook any of it's many shortcomings. The goal of this approach would be induction of a state where the state will be able to meet their obligations to the citizens of the state, to ensure life safety and prevent serious physical injury to the various types of crisis situations, for example due to natural disasters or epidemiological crisis, large-scale industrial accidents, terrorist attack or during wartime which will threat the Republic.
The goal of this paper is to assess whether the assumptions is consistent with reality and with the analysis of existing shortcomings.
