Knocking on Purgatory´s Door. On repeating efforts to change the Rules of Order of the Chamber of Deputies

Abstract

Czech parlamentary practice shows, how easy is to produce defects in legislation. The reasons are in broad opportunities of individual members of parliament to intervene to legislative process, in number and nature and amendments and also in politically and constitutionally weak positions of the government.
