Abstrakt
The paper suggests multidimensional approach to governance. First various concepts and definitions of governance are briefly reviewed.
It is argued that none of them can claim exclusive applicability because governance is not a zero-sum game where one actor or steering mechanism can gain only at the expanse of others. Rather governance must be specified for every given purpose using four basic dimensions: level of governance, modes of governance, dynamics of governance, and normativity.
Lastly preliminarily classification of governance topics is given.
