The aim article is to assess the comparative advantage of the East European Countries with respect to the inherited S&T resources from the period of the centrally planned regime. It has used the comparative method in order to idnetify differences and similarities in the mode of institutional chandes in the field of S&T in the western and post-socialistic countries.
Consequently, the S&T resources of the post socilaist countries are identified which may play positive role in the formation of global S&T networks and markets.
