Article discusses strategies used by the ruling regimes of the various states of the Warring States period ( 453-221 B. C.) to ensure loyalty of their people and also to attract inhabitants fom neighboring states in order to increase the economical and human potentional of ones'.
It is argued - on the basis of the various texts of the giving period - that one of the important strategies for this purpose was an effort to ensure material wellbeing of the people what also influences ideology of the care of the people in the later imperial period.
