With this bloc he wanted strengthen safety in Central Europe. Particularly in thirties he thought that this bloc should prevent economic and political penetration of Germany.

Concurrently should bloc assure prosperity to agrarian states via extension of trade exchange with West European democratic states. Because of foreign policy reasons but also economic and domestic reasons was this concept unfeasible.
