Public procurement in the Czech Republic: what the data say about the behavior of contracting authorities?

Abstract

The Czech Republic spends yearly approximately 17,5% of its GDP, which is the second largest market of public procurement in OECD countries in relation of HDP. In this work we analyze the behavior of contracting authorities and using quantitative methods we reveal basic patterns of behavior of these contracting authorities when awarding the contracts.

We show the influence of the institutional environment on their behavior.
