Abstract

It is generally expected from mixed electoral systems that they could contribute to results which relatively successfully bridge the fundamental conflict between two basic requirements imposed on the electoral rules: so that a representative parliament arises from the elections and, consequently, from the representative parliament a consistent government, capable of action. The chapter is focused on the Hungarian mixed electoral system and its effects.
