Local governance between democracy and efficiency

Abstract

This publication tries to bring some insight into the basic principles of democracy and efficiency issues in four Central and Eastern European countries, merged in V4 group. Due to their historic proximity they are often subject of comparison in one way or another.

The main point of different researches is general disagreement if these countries are similar or different in their transitional development. In this manner we can say that V4 countries, despite good results in past years in the field of development as well as democratization (with some concerns in (individual cases) need to concentrate on further reform of public administration on all levels in order to achieve higher flexibility of governance and higher budgetary efficiency.

Funding shall be directed towards innovative business ideas following sustainable development on the local level.
