The evaluation of local authority activities - examples of Ústecký region

Abstract

The aim of this study is to discuss the possibility of evaluation of local governance in Czechia. In this study there were included municipalities of Ústecký region with more than 2000 inhabitants, which have the same socio-economic characteristics.

Based on the analysis of current and capital spending we can identify the major supported sector. Practical part is devoted to comparison of the approaches municipalities to support local/regional development.

Local governments in Ústecký region supported non-development activities instead of solving the main problems - high rate of unemployment, social exclusion and economic decline. "Development" investments are concentrated in the promotion of industrial zones in which were managed to create several thousand new jobs. A key role in the promotion of industry tend to have the high levels of government, especially the national government.

One of the biggest problems in analysing the governance is the unavailability of certain data related to the outputs of the local authorities activities.
