The quality of education is directly linked to the quality of teachers and this mainly depends on their education, lifelong learning and professionalization. The feature of developed professional culture, among others, is the existence of professional standards.
To introduce the standard, however, is quite a difficult and complicated process which requires considerable political commitment, determination and courage. In this paper, we offer a broader view of education policy in Scotland, where they reached - in a remarkably short amount of time a widely shared consensus of acceptance and cooperation.
This resulted in revised standards that were applied in August of 2013.
