Abstract
The article focuses on the birth of political culture in small Czech towns in the final decades of the Habsburg Monarchy. Using as an example the electoral contest in Pardubice, it illustrates how representants of local political life were chosen and presented, and wchich requirements they had to fulfil.
Particular attention is paid to the question of honour and the image of ideal representative of communal poltics in the emerging regional journalism.
