The author deals with the origins and development of the charters of Czech rulers until the end of the 12th century. In particular, she follows the formation of the form and function of the documents.
If the documents were used relatively infrequently , they assert themselves as agents of the government and the state administration. As important as it not only proved in the administration of ecclesiastical institutions that formed an important source of income for the ruler and intellectual centers and were able to provide the state administration and politics trained professionals , but also in the legislation with respect to the layman.
They served also as a means of ruler propaganda.
