Abstract
The study about the competence arguments in cinematography after 1918. Few Ministries shows the interest with the Ministry of School and National Education the most.
Part of the study focuses on Jan Arnold Palouš who at that time worked at the Ministry as a Film Referent. The study is an introduction to the issue of Palouš memorandum from May 1922 where he describes in details the Ministry situation.
