This paper is focused on the process of public administration reform, especially on the creation of new higher territorial self-governing units. A number of debates concerning the most appropriate territorial and administrative division of the Czech Republic were held in the Czech Parliament after 1989.
Two variants - that have tradition in the history of Czech public administration - were considered: namely lands and regions. The current form of the Czech higher territorial selfgoverning units is the results of political decisions made in the years 1992 - 2000.
