Systemic corruption in the public procurement (case of the Czech Republic)

Abstract

The article deals with the problem of the corruption in the public procurement. There are two types of the corruption: Individual corruption and systemic corruption.

Individual corruption is a consequence of ( moral ) failure of an individual person. Systemic corruption is a consequence of the failure of the institution.

The case of systemic corruption is investigated in an institutionalized informal system of corruption at Liberec City Hall (the investment affairs after the year 2000).
