The evaluation of Czech decentralization through local-governmental staffing

Abstract

The success of public administrative and decentralization reforms is difficult to evaluate. The different arrangement of public administration or a lack of key data usually complicates the comparison of impact and the evaluation tools of decentralization processes.

The main objective of this paper is to legitimize an unconventional approach to the evaluation of decentralization reforms through local-governmental staffing using unique unpublished data from the Ministry of Interior, Ministry of Finance, Czech Statistical Office and the Association of Towns and Municipalities.
