Management of security and defense policy: victory of the bureaucracy

Abstract

The national defence is usually considered special policy domain. The policy which should lack the element of politics and should be guided only by rational considerations in pursuit of national interest.

Yet, the policymaking clearly does not work this way. So, how is the defence policy made? This text offers theoretically informed probe into the process of so called 'expert involvement' into Czech Defence Strategy writing.

It uses concepts from bureaucratic politics theory and socialization to describe the process. The preliminary conclusions suggest that the Czech national defence is neither the product of rational choice, nor that of bureaucratic bargains among stakeholders.

Though the results are yet inconclusive, and further research should be encouraged, it appears that actor's socialization offers valuable insight into the processes that formulate national defence.
