Abstract

This paper aims to establish relations between a specific model of Strategic Planning and Chancellor Otto von Bismarck's administration. The methodology corresponds precisely to the steps of mentioned model that means: analysis of the external and internal environments, i.e. identification of strengths, weaknesses, opportunities and threats (SWOT analysis); formulation; operationalization; assessment and control.

The paper is structured in two parts: a first one theoretical and conceptual, in which the explanation of the model is accomplished, and a second part devoted to the empirical test as validation of the model. In fact, the innovative aspect of this article is, indeed, to analyze Bismarck's administration under the systematized perspective of Strategic Planning.
