Abstract

Ulrich Kühn's piece is a welcome intervention on the subject of NATO's strategy in the security environment, which deteriorated due to the instability that Russia encourages in Europe's Eastern approaches. It invokes the Harmel Report to strike the point that NATO's current strategy overemphasises power solutions to the new predicament, and what it needs is more engagement with Russia.
