The article deals with the influence of decentralization and other factors on the quality of public procurement. The quality of public procurement in our concept is indicated by the odds ratio that the Office for the Protection of Competition will find a violation by the contracting authority.
The basic tool of our analysis is the logit model which we apply to data on public procurement for 2011-2015, which we then match with the decisions of the Office for the Protection of Competition. The results are quite surprising because the best results in this area were achieved by the regions, not the central government, where there should be better conditions in the form of the qualifications of the employees.
