Declaration of Human Rights on Literacy

Abstract

In Europe, one in five 15-years old and almost 55 million adults lack basic literacy skills. Literacy is essential for human development.

It allows people to live full and meaningful lives and contribute to the enrichment of society in which we all live. ELINET (European Policy Literacy Network) is a European network for the development strategy of literacy.

ELINET proposes Declaration of Human Rights on Literacy. ELINET continues the work of High Level Group and shares its vision for the development of literacy in Europe.

All European citizens should be reader-literate, which means they can read and write at a level to be able to understand and use written communications in paper or electronic form, to expand their knowledge, understanding oneself and the world, and separately for further education. The article deals with ELINET, its activities and the draft Declaration of Human Rights on Literacy.
