Media education as a way of regulating the media

Abstract

This theoretical paper explores the circumstances in which it would be possible to replace Czech media law enactments, that impose a duty on operators of television and radio broadcasting to provide "objective and balanced information necessary for independent opinion making" and to comply with "the principles of objectivity and balance" by the regulation in the form of the State guaranteed education. The introduction presents the limits of such enactments, and is based on the practice of the Czech regulator.

The following is an outline of possible alternatives, among which excels media education. However, also media education has significant limits in that regard (e.g., lack of support from State authorities or limitation solely to schooltime), whose description forms the final part of the paper.
