Do we plan security or du we just secure "planning"?

Abstract

The authors analyze the current European security environment. In the first part they describe general historical trends and the importance of maintaining a monopoly on violence.

Then they analyze the "southern" threat rising from dryness, lack of sources, collapse of authoritarian regimes and population explosion. Subsequently is explained the planning mechanism of potential national responses to such large-scale threats.

In conclusion, authors suggest practical ways of preparation and improvement of the armed forces abilities to face future security challenges.
