The Finnish cooperation with Ethiopia in the education sector dates back to the eighties. From 2008 to 2012, Finland supported the implementation of the Special Needs Education Program Strategy through Technical Assistance.
The paper analyses result of the project and its impact up-to-date. The overall objective of the Finnish support is drawn from the Education Sector Development Programme IV (ESDP IV): "Improved access of students with disabilities and special needs to education, and improved quality of their education".
The purpose of the Project is ""Improved capacity of the Colleges of Teacher Education (CTEs) to introduce a pedagogical approach to Special Needs Education and Inclusive Education, and strengthened Special Needs Education and Inclusive Education Support Centre/Resource Centre (IESC/RC) network." The project consists of two components: (i) Support to Teacher Education and (ii) Strengthening the Inclusive Education Support Centre and Resource Centre (IESC/RC) network. Assessment which draws on data from target schools benefitting from the project indicates that awareness raising on disability and inclusive education has been raising in all target regions.
Enrolment of children with special educational needs has been steadily increasing same as quality of their education.
