Carpathian Ruthenia as part of Czechoslovakia between 1919-1922

Abstract

Throughout the entire period of territorial jurisdiction of Subcarpathian Ruthenia to Czechoslovakia was the question of its constitutional relation to the whole country rather juridical theory problem, particularly in case of the methods of interpretation of autonomy within the meaning of peace treaties, legal charter as well as laws adopted by Czechoslovak government. Less theoretical question was the question of participation of Ruthenians in political and administrative power exercise in the territory of Subcarpathian Ruthenia.

Czechoslovak government in the initial phase (1919) logically took account mainly on necessity of provisional executive and military ensuring of Subcarpathian Ruthenia territory. In 1920, Czechoslovak government gradually entered into an ideology clash with the demands of the Ruthenians.

Several specific proposals were drawn up by the Ruthenian representatives revealing their idea of autonomous status of Subcarpathian Ruthenia in Czechoslovakia with particular reference to the peace treaties. Pressure of the Ruthenian representatives on Czechoslovak government was natural, concerning the drawing up the common concept of a progress of administration establishment.
